You have a malfunctioning or disconnected temperature sensor. Because of its location, it happens when you bump into something or when road debris takes it out.
The sensor is located in the area underneath the front drivers side foglight. I'm fairly certain that this is the part:

Would this be more accurate if you said minus -40 degrees Fahrenheit? (-40F is = to -40C = the same). Most likely this reading is telling you that there is a wire disconnected at the temperature sensor near the left front of the car. What is the approximate actual ambient air temperature while reading 40F?I Drive a bmw 3 Series 2002 Why does a 40F % come on below the gauges?
I'm not sure what that means. The closest thing that I know of would be a message that reads 40degrees F, which is a warning to let you know that the exterior temperature is low and suggests that you turn on your defroster. My 2001 5-series does this, but the number is 37 instead of 40. If this is your problem, I believe there is a way to turn it off, you just have to check your owner's manual.
