What are the tabs in front of the headlights on a '98 Audi A4?

I just purchased a used 1998 Audi A4 and there are tabs in front of the headlights mounted on the front bumper that raised up during my drive home from the dealership and have not gone back down. I'm not sure what these do or what they're for but I'd like to find out.
