IT WILL NEVER reach the 170 top mark on the speedo... Nothing does!!!

Probably around 130mph.
Most speedometers are not perfectly calibrated and some actually show you going faster than you really are by manufacture.
Something to do with the lawyers and such. They certainly don't want your speedometer to under-report your actual speed. If you got into an accident and speed was a factor, then the courts could make the manufacturer pay up for the fault.
If the speedometer is optimistic, then they feel they don't have any liability.
The highest number on the speedometer is not necessarily the top speed of a bike - or car for that matter. Many US bikes in the '80's had speedometers that only showed up to 85mph. Those bikes were all certainly capable of exceeding 85mph, but that's all the speedometer showed.
